@Thomas2419 You can absolutely install it on 2 different machines. I assume you're using the Origin version?
It sounds like your w8 machine's Origin or game might be blocked from proper access to the internet. Do you have UAC notifications enabled? Have you tried running as admin?

I indeed have tried running as admin but how exactly do i enable UAC notifications? never mind i found out how to but should i enable it or turn it off?

Hey, notifications should be turned to Always Notify. We don't want a situation where Origin needs permissions to write data locally but is blocked by the UAC.- Anonymous11 years ago
So i turned UAC on and it didn't work it just said "The game needs access to the internet in order to verify ownership of this game. Please ensure that your computer is online and try again." Seems that's all it wants to say I've even just started doing anything to get it to work by taking all dlc files out trying to play then putting them back in. Nothing has worked.
So i forgot to add i don't know if this matters but i have two accounts the other account on this same computer i have Sim City 2000 Special edition and it also doesn't work and says "We are unable to connect to EA servers to activate SimCity2000TM Special Edition on this computer using you account. Please try again later."

It sounds like something local is blocking your access. UAC is a frequent culprit, but it's not always it.
Please check your anti-virus and firewall programs, to ensure that they're not blocking Origin or any of the games.
