Sims 5 Rene: Pure Sandbox or Reactive and Dynamic Environment?

I want to make my own story, as in create a sim with traits, likes, dislikes, etc. that work as intended and take it from there. Meet other sims and befriend them or make enemies based on personality and whatever happens between them. But it shouldn't be in a world where everyone is at work strictly from 9 to 5 and then goes straight home after work with no time for chit chat and if they go to a bar they get stuck in the elevator.
