Sims game for Builders - Cross Between SimCity & the Sims

This sounds like SimVille, which was in development for a while but was abandoned -- Sims 2 was in development at the time, and SimCity 4's dev work had probably started. I always thought the SimVille connection was why SimCity 4 had interesting features like being able to import Sims from TS1, then monitor their progress as they went about their lives in the city and advanced in their job (or just complained endlessly about the commute or the schools, in my case).
