Neither states anything about not saving as a textfile, so maybe try follow these instead. Note that Carl's guide points to the warning about cheats from EA. I don't use cheats, but there are other active players of Sims Medieval that do, you'll find them on the official forum:

@tigofmanycolors The edited file may have become problematic. A Repair done in Origin should update it, and you can redo the changes. Let me know if you need more info on it.
Resetting the user folder is a good troubleshooting step; but the file edited to enable the testingcheat is in with the program files; and will not be affected by that.
