In my game the constable has been stuck right near the stocks for a while now. There's a man in that stock and he's been there for a lot longer than usual, too. When I try and interact with the const...
I've found the solution. Turns out, since my game is installed from Origin, the GameData folder is located in the Origin Games folder (mine is located in Disc C > Program Files (x86) > Origin Games). After finding it I activated the testingcheatsenabled cheat, clicked at the constable while holding Shift and chose Object > Force reset, that made him move again.
