@bvarga99 Your laptop does not meet the minimum system requirements for The Sims 2 base game, and you have the Ultimate Collection with all packs installed, which requires even more power to run all packs.
You also mentioned attempting to run the 4GB Patch, but that, by default, only works on 64-bit systems, and it is recommended that you have at least 8GB RAM.
The DirectX 9 error is pretty generic (at least for The Sims 2) and shows up for different reasons, one of which is attempting to run the game in fullscreen mode on some systems. It is not always indicative of DX9 missing from your system.
I can offer some suggestions to try and make it playable, but I want to point out that even if it can run without crashing, the best-case scenario still doesn't guarantee good performance or anything above low graphics settings.
Please offer advices. It is good for me to play it on low quality. At least I want to try.

@bvarga99 In Graphics Rules Maker, please select the following settings:
- Force texture memory: 128 MB
- Disable texture memory estimate adjustment
- Enable driver's memory manager
If it asks you to add your graphics card to the game's database, click yes.
As for game options, try setting all of them to low and see how the game runs. I recommend you also set View Distance to Low and turn off Neighbors and Decorations.
