It seems to only happen when I am in a lot, but it is every lot type, Apartment, House, Community, Dorm. Everywhere that has a mailbox or phonebooth, in the front of the lot, has the barking noise. Turning off the sound effects does stop the barking, but I do want to play the game with it. It just seems like a bug that the dogs constantly bark, it seems like it would be an occasional thing normally.
@ComradeNickie If this is indeed a bug then it is unlikely that it will get fixed as development for Sims 2 has stopped quite some time ago.
Just to check, have you tried re-installing the game to see if this helps? If you do re-install make sure to back up your saves.
