The sims castaway stories windows 10 DirectX 9.0c

I've been trying to install the game and I've tried compatibility mode for both Vista and XP but every time I try to install it I get the following message.

Installation cannot continue because this game requires DirectX 9.0c or higher to be installed on your system. You can download the latest version of DirectX here:

http://www.microsoft.com/windows/directx (page can't be found)

I have DirectX 12 installed.

I've tried installing directx_Jun2010_redist.exe which fails during install and I've also tried installing dxwebsetup.exe which fails during install.
