90's is the closest era that would be without cellphones and that a great deal of simmers feel nostalgia for as well. The colourful clothing would also fit well with the sims and they would not be so phone obsessed. Mobile phones would be around, but a lot of people didn't have them and it was used pretty much only for calling and a bit of texting.
They could slide in a bit of 80's stuff there too.
Plenty of high school and university movies of the time to work with as well for schools. Like different social groups there could be very much a thing, inspired by the era.
The Sims seriously needs large clunky cell phones (the Zach Morris phone!), pagers, and payphones. Skateboards, magazines like in Sims 1 (sims 2?), scrunchy socks that match our shirts...okay I'll stop, but that would be a lot of fun. I feel like they'd need some designers who are a good bit older or are at least better versed in history, because those retro packs in Sims 4 miss by a mile.
