My answer is Sims 1, because I remember having fun building the vacation destinations in that game. It was highly simplified, but it felt like sending your sims on a vacation, not an overseas adventure. Once your sims were there, they would stay on that lot until the vacation ended, so there were no more loading screens. Yes, it did limit the lots a bit, but Sims 1 was the first Sims, so it was the First ever vacation simulator I played with too.
In a perfect game, I would have open worlds or neighborhoods and an ability to travel between worlds with a loading screen. In this game, hotels would work best. In the closed lot system that the Sims 4 has, a hotel would be a separate loading screen. So why rent a room overnight when you can just return to your home lot for the same loading screen? Sims 2, I don't really remember it much, to be honest, but it had much the same issue as four would have. You sent your sims on vacation, which was a neat experience, but you then had to travel via another loading screen to the other destination lots. Now, Sims 3 had an advantage where players could build a hotel and have sims own it. But Sims 3 also closed their worlds so you'd need a mod to be able to even travel to another world. This means that, except for those specific games where your sim was buying the hotel lot, there was no purpose to them. I never really had my sims stay there for a vacation because of this.
In real life, I'd expect a Vacation themed pack would sell well, if done well. Think about it, how much does it cost to travel in real life? Plane tickets alone are $$$, then when you add room and board costs $$, It's very expensive. Most families can't afford to travel more than once a year, if even that amount. Yet, for a $40 expansion, It would be much more affordable. Use Google Maps and give us a few destinations outside of the old USA please.
