I voted for closed world because I think the other options would be problematic for rotational play. Now if we talked about a smaller amount of lots like 4-5 being open I could consider it, but 15-20 is just too many to sacriface. I Imagine that in the open area I would be playing one main family and the rest would have to be side characters. Not sure how it would actually work out.
