I think for today technology, having a big open world like ts3 where you can still freely travel between world like sims 4 should have been possible. many game were able to do that where you can still travel world to world for example from the commonwealth to far harbor in fallout 4.
there is no need to limit what developer can do by allowing free travel between world at the cost of smaller 15-20 lots open world.
