Speaking of Halloween in different countries, in my country, Halloween is like a marketing tool used by malls. So instead of trick-or-treating around neighborhoods (which are generally unsafe), kids do it inside malls that advertise Halloween events, and the adults who accompany them get discounts on certain things. Trick-or-treating is also done in gated communities where all the rich people live. And right after that is All Saints' Day, which is important for us since we visit our loved ones at the cemetery.
Trick or treating in malls is actually becoming a thing in parts of the US too. Like you said, it's a good option for kids that don't live in safe neighborhoods, or if the weather doesn't co-operate. (The year Hurricane Sandy hit, it was the only place to go since there were still power lines all over.) The mall I work at doesn't give any discounts to the accompanying adults, though I wouldn't be surprised if some did.
The weird thing is, though, since malls in the US also like to start decorating for Christmas around mid-October, kids are trick or treating underneath glittery snowflakes and garland which is kind of weird.
