It really depends.
I chose WordPress because it seemed easy to use and I really like the clean look of the pages. Then I discovered that there are more people who seem to be using WordPress than other blogs, and that's really nice! It makes it like a community so that it's easy to follow and comment on others' blogs.
Weebly is another option.
Many writers do use blogger, too. (And some of them have switched over to WordPress.)
