Don't panic!
Ringlets of Fire is a recurring quest. You may miss it now, but in a few months, it is highly likely it will return. I can't give timeframes! I don't know them. But I know that it has happened a couple of times so far, and 'rumours' are it will happen again. It's too popular for them NOT to do it!
In the meantime, my suggestion? Build up your characters. Get lots of them levelled up in a variety of skills, and when the event resurfaces, you'll be all prepped and ready to go! No time wasted trying to build up characters in the relevant skill. (It's actually one skill, but I'm keeping it vague, just in case you like some mystery. If not, you can search for it and find out)
In the meantime, if you want some fun, save up and get the castle on Mystery island. It's lots of fun.
