EVen though I keep changing my baby's diaper and giving him a bath his toilet needs bar keeps deteriorating. How can I change this? Thank you

How to make the baby's “toilet bar” green again ?
I suggest they should change the diaper from rising the “bath bar” into “toilet bar” as in the real world thing to take care the baby's hygiene is diaper no matter he/she pee/poo.
If you think about it in real life terms you don't change a baby's diaper until he has peed or pooped in it. I think players become irritated by the red bar because it's one of the things they can't control. When you get to a VIP level where you earn pieces of pie then all you have to do is use the pie on the baby and you can keep all the bars green all the time.
Your suggestion didn't solved my question as if the diaper couldn't solved hygiene issue then what's the point it exist ? and i don't want to spend real money on the VIP points as SP points already excessive enough.
I agree with you, I do not want to spend real money on a game either. I also did not find any resolution to my original question of how to lower the babies toilet needs bar before it maxes out. I just forwarded the info I got from other players. Do not get frustrated with what we can not control. Just let the bar max out and then change the diaper and bath the baby. I am a player like you and I am learning about the game as I go along. As to why does the diaper exists, who knows. You would have to ask the game designers.
I get that you don't want to spend real money. I was just trying to make another suggestion. Also my original answer said the same thing about letting the bar go red and then it turns green when the baby goes. This is a game design and as I said before there is nothing you can do about it. I am a player just like you. I come to this board to help players that are having issues with the game. There are certainly other places you can go to get help with this game if you are not happy with the help you are getting here.
