Burglar in Town

I'm new to the community but have been playing Sims Freeplay for awhile.

So this burglar has been standing outside this house in my town for a couple months now. I can't click on him, he doesn't walk around, and this house also says there is a pet when there isn't. I'm not sure if that has anything to do with it but I found that strange. Does anybody else have burglars? I never knew Sims FreePlay even had them until he showed up. 

Also I was scared of him actually taking something or doing something to my house so I removed all doors that lead outside. 

Anything helps.
