Exactly. You can only build one house at the time, and one public place at the time.

look around to see if you have another building or venue that has completed, but you didn't click the flashing circle to finish it. Look in places like the police station, beach, pet park, etc. The venues are easy to miss.

I have this same issue I've checked everywhere saying that hospital is under construction when I don't even have the downtown unlocked yet I've looked everywhere multiple times and I've been trying to solve this issue for days but it seems to be not working I've tried everything I uninstall the game three times I've cleared my cache reinstalled the app logged out logged in everything you can think of nothing seems to work if so absolute bug or error that needs to be fixed I can't even complete a quest and the timeline is 2 days from now to be completed and I cannot finish it because I cannot build anything I do not understand as the fact that I do not even have downtown unlocked  and that I can't even construct the hospital I'm level 26 so I've been playing the game for years I've never had an issue like this I don't know if it could be that someone logged into my account on another device that I don't know about hacked me or something and hasn't saved anything to the cloud or something of that sort and Sims FreePlay is interpreting their game play with mine and it's interrupting my buildings thing because they are building the hospital I really would like to know as I cannot build anything but houses which I think is quite odd because if I had a building under construction I cannot build houses or any other buildings but I can still bounce houses it's not no businesses or on no horse stalls or I can't unlock the gates to the other horse Hobbies
