FREE isn't Free

I rarely buy houses, however why when we get a FREE HOUSE,  some ITEMS ARE NOT FREE, nether for purchase ( in the house), I know they are in the store..  if you purchase the house with simoleons the same items aren't not free, what's the point?? 

 NOW,  Does the cost of the house included store items?  because you can sell it, not stored or buy.. please help me understand, thank you
