I can only guess
First when the game was released, the devices might not have been able to process more than one build at a time
Later, it is a mechanism to slow the game down, same with example Sim Chases - you can not rush the next day to start (though you can rush a build to complete using Lifestyle Points). Why do they want to slow the game down? My guess is that it forces you to login more often than you normally would - if you complete the entire update in 30 min you probably wont play until the next update, this is also why they dole out events on specific dates and not all at once
