How can I get married in the Sims Free Play?

Well I see that a lot of people are having a problem where one of their sims are married and the other engaged. I'm not having this problem, the problem I'm having is I have 5 people all together at the park to be there for the wedding like it tells you but every time i click on the sims fiance to marry her it tells me to have them go and "inspect the new house they will be moving to" or something along those lines. Well I've moved them both in separate houses and I have made the girl go to the new house and go all through it, come back to the park and try to get married again and nothing. It just keeps saying that same thing over and over. I don't know what I'm doing wrong PLEASE HELP!!!!
