To get a time extension you need to be VIP level 3 or above. Sometimes they offer the teddy bear for sale. BTW which quest is this. I want to pot a link to help you, but I don't remember whicquest has the teddy bear.

I did it it took me 5 days I got the bear in the Sim town market quest and I was up to late at night and getting up really early in the morning to get it but I did it and it’s woerh it the bear is so cute
