Hang on. This is kind of interesting. This is a known bug, but you've said something that grabbed my attention.
"My sister also downloaded" Did she download it AGES ago? Or after you? How long ago?
What phones have you got? Do you know what version of Android you are running?
Could you login to your facebook (On a computer!) and check the following:
Click into Games
Click "Your Games"
Find The Sims Freeplay in your list. It should have in the list your privacy setting.
What is your privacy setting?
Could you then ask your sister really really nicely to do the same for her facebook. What is her privacy setting for just Sims Freeplay?
I'll check back later and see how we go. I have the same issue, but have not managed to find an Android user that has a working "Neighbours" yet. To have 2 side by side will be enormously helpful!

@Aiydee: I'm not OP, but I have two friends with Android devices who both can use the Party Boat with no issue.
I have a Galaxy S6 and can't use Party Boat. I'm trying the trick posted on this forum, but the Facebook part is stuck on "Sending..." and has been for about 15 minutes, so it probably will not work.
First regarding your friends being able to see each other. This is 'known'. It got broken sometime around the Royal Lineage expansion.
A known fix which is VERY unreliable is to find an installer of an old version. Install it. Add your friends. Then update. However, it's also worth noting that it has a high chance of corrupting and losing all data.
It's sad that my fix didn't work. Perhaps it got broken in the last update too. ☹️
I'll ponder it. For now, I can't do much about it as everyone I know is working now.
I'm sure there is a way.
