Problem with the "A Dance to Remember" quest.

Question

I just leveled up to level 9 in the sims FreePlay, and a new quest popped up. It told me to go to the park and talk to the dancing couple. I've played this before, so I knew exactly what to do. Should have been super easy. But it wasn't. I went to the park with my sim, only to find that apparently, there is no dancing couple to be found. The time to complete the quest was ticking away, so i deleted the app and reinstalled it, so I could pick up from my last save point, which was right before I leveled up. But even that doesn't work. Is there a reason that the couple isn't showing up? I don't remember having to do something special to see them appear, but maybe I'm wrong.

If you have already completed this quest you should not get it again. Did you you start a new game at some point? Can you post a screenshot of your five active quests.

I probably should have said that I had to start my game over, before this. My brother thought that it was like the sims for your computer, so he restarted my game on me.
