Send your sim to a neighbor's house, who has a dog, via the party boat. Then wait for the dog to dig for treasure. When you see the blue cloud over the dog tap on it.

So I've checked EVERY neighbors house 5 times for the past two days and I haven't seen ONE dog! EVER! Am I doing something wrong? I checked the task a million times too! Plz help

You need to add a neighbor who has a dog. You can post your request for neighbors at this link.
