My only side query is did they used to be able to climb the stairs? Because there are both accounts and pictures of them going upstairs?

I don't remember if they've been able to use stairs. Could have in the early days of the game I just didn't have a two story house back then.

Where can you buy elevator or stair ?

If you have completed the multi-story renovation quest then the stairs are located in the home store, house tab, stairs tab. If you completed the quest within the time required then the elevators will be in the same tab.
