Yes, you have to help 2 people with questions marks over their heads (in the same shift)...not as easy as it sounds, but you may get lucky.. I did it, I have a level 6 policeman and level 6 special agent working at same time (helping 2 important people counts for both sims if they are both working on same shift), but now that I got all three badges it says I have to level up (to level 7?)...not sure what that means...Hope this helps..
