reason to upgrade working place for market events?

I mean working places where market events occur. Which may be a reason to upgrade? When I first got a sim working in the police station, there were sims with requests in exchange of around 10 flashlights or radios (between 9 and 12, more often than not). I got these requests when the police station was new. Now I got requests for 4 or so flashlights or radios. I upgraded the working place by unlocking the sketch room, and now, nearly every request has a part about making a sketch (alien stories, ghost stories), and each turn in the sketch room lasts more than 10 minutes (around 14 minutes). That means that to get 4 or so flashlights, now I have to invest around 20 minutes per request (since nearly every request uses the sketch room). I can not see a single advantage in upgrading. If, lets suppose there are 7 items per request in average, then in a whole hour I would get only (60/20) * 7 items, or 3*7 = 21 items, being able to complete only 3 requests per hour. So the incentive to upgrade is to have another bottleneck in dispatching requests and invest 4 times the time in each one? and I have to pay (with simoleons and resources, and time) for that?

So, what would be the advantage of upgrading the working place, and if there is none, is there a way to downgrade, without having to reset the whole game?
