Sims Freeplay "Ask to Move In" option not there for best friends

Have you completed the love is in the air quest. I don't think that social option comes up until you done that quest, even if you just want them to be roommates.

    This totally solved my issue. I solved the "love is in the air" quest, and I now have three best friends successfully living together!
