Sims freeplay

I have downloaded sims free play on my android phone and I now also downloading it on my sister phone but I have transferred all game files to my sister phone but then also the game demands me to download files..
I do not want to download it again..

Once you down load the game there are also update files that need to download. Is that what you're referring to? Could you post a screenshot please.
