The Sims FreePlay- Toddlers Won't Grow Up

I recently got a toddler in my Sims' family. I am Level 22, and I have completed the "Preparing for Preteens" quest. However, when I try to have a birthday, the game informs me, "Birthday Action Locked: to age a Toddler Sim to be a Preteen you must first complete the Preparing for Preteens quest which is attained at Level 21." I made a birthday cake and tried everything I could think of, like saving to The Cloud and reinstalling The Sims FreePlay. Any help? Thank you.
