The Sims Freeplay "Money Grows On Trees" quest

I have tried to complete this quest for quite some time now. I am currently on Level 10, but I cannot manage to complete the quest on level 7. I have attempted to do so with multiple Sims and still nothing. I complete every step, but the last step because I don't ever see the option to grow the Sim plant in my garden plot list. Help???
