Two and a half sims challenge bug

I am having a issue with the two and a half sims quest, as a part of the quest I need to purchase and build the children’s store but when I click on the children’s store it is locked and in order to unlock it, it states I have to have the quest completed ? Please fix , thank you. The quest deadline is in 2 days.
