The android version needs to be updated in the google play store. Once it's had that update applied, it should then update in game.
If this doesn't work, I'd suggest saving to cloud, uninstall, reinstall and that should force it to download everything again.
(I run android as well and I'm up to date)

hmmm. OK. Let's step through this.
Do you have the campground update? The campground update came from a Google Playstore update.
This was a bit of a quirk. Normally updates happen 'in game'. This one I think updated some 'core code' which of course means the game can't be running at the time.
If you've checked google play and there are no updates pending for your game, I suggest:
1) SAVE. Go into the game. And in the cloud menu, choose 'upload to cloud'.
2) Delete the game from your phone/tablet
3) Download the game again from the play store. This should get the latest version. When you first start there will be several hundred megs of download! (So do this on wifi, unless you have unlimited mobile data of course!)
4) Load it up, and in the cloud option select "Restore from cloud"
I hope this helps. Keep us posted. If it works, let people know so they know this is a solution. If it doesn't work, people will know too!

Did you try what I suggested? I'm not employed or associated with EA or Firemonkeys (The creators). I'm another EA Forum browser.
