Candy Behr Missing from Sims Mobile

I've passed the level in Festival Pass to have Candy Behr in my town but it's been days and I am yet to spot her around town. I've searched everywhere and cannot find this sim. Anyone else having the same issue? There is a sim from someone on my friends list that has a sim with the same name and is dressed in an Izzy outfit with wings. The sim also has a blue symbol over their head. Can this be causing the glitch?

    Update: Still no Candy Behr! There is a Candy Behr sim that one of my sims greeted at a party and is now on their friends list and I can't delete them. They have a blue diamond over their head showing that they are a playable sim not just a townie. I think this is causing this issue. Is anyone else having this issue? Some advice would be nice 😔
