Tap on a dining table. You don't need to buy a laptop. The animation will show your Sim using a laptop.
This is similar to some quest steps where you have to tap on a sofa so your Sim can do something using his/her phone. You don't buy a phone but tap on the sofa and the animation will show your Sim using a phone.
