I have been able to purchase the previous packs - Starter to #4 - and they came up almost immediately. It's been two days since I finished Part 1 of Stage 5. I don't want to finish Part 2 until this is resolved.

I asked the team about this. They've said that if you've reached the level you should see the pack eventually, it doesn't stop triggering once you've passed the gated level, in this case Stage 5 level 1.
If it's not appearing it would be due to some other issue. I upgraded my workshop to Stage 5 Level 2 last evening, around 12 hours ago. I am waiting for the offer to appear.

Same thing has happened to me! I’m now on stage 5 level 1, where is should apparently trigger this upgrade pack. I got upgrade packs 1-4, which came up straight away when they were supposed to and I have purchased them all, now been waiting around 4 days so far for pack 5 to come up! So frustrating! Anyone had any joy yet?
FINALLY!! Today I got to purchase the level 5 upgrade pack!!👍👍👍 It kicked in 7 days after I upgraded to level 5 of the Eco workshop and I had further upgraded to level 3 of level 5 (hope that makes sense!). Don’t know if it was a glitch or just had to wait but I have now got it so hopefully everyone else who has had the same problem has either had it resolved or will get it shortly,
Now I’m just waiting on the new upgrade, Renovate your space, which is due today!!

@rnzesaompl I upgraded my Eco Workshop after I read your post. I got the Upgrade pack #5 as well at Stage 5 Part 3.
