Unable to purchase, looping pop-up instruction

Since a Sweet Treat showdown failed to give me the items I paid for months ago and Apple gave me a refund, I have no longer been able to make purchases for any event on The Sims Mobile.  The same pop-up shows every single time, but nothing has happened even after the multiple restarts and a game uninstall/reinstall through Game Center.  The pop-up says:  “Transaction in Progress (header) Please restart the game to continue the transaction” over and over with each purchase attempt. My Apple account is good; I have monthly auto-payments and have made purchases on other apps since.  The chat folks suggested I post this issue here.
