I was just going to scroll by this thread but decided I wanted to add my 2 cents here as a veteran that has played this game for almost 11 years, and experiencing a variety of rulesets throughout that timeframe. This information is simply to be used as informational and isn't meant to discredit OP.
Every new world has different strategies and approaches of how to grow your base and move forward. For example, Tiberian 62 is a malus world, also known as a "farm world" because the best way to grow your account is to huddle around a tunnel exit and farm outposts. However, some alliances earlier on opted to fight purely against forgotten bases with large malus and did not grow as fast and we're confused with their lack of growth, compared to other alliances and players. So understanding how to play with the different rulesets of a server has a profound impact.
Tiberian 63 is a non-malus/non-forgotten attacks world. This presents the unique ability of not having to worry about forgotten attacking you, and 0 penalty against shooting bases, therefore, advanced/experienced players understand that you need to shoot as big of bases as soon as possible and "hunt cherries". Cherry = easy base kills. POI are less impactful early on, so there is a strategy of ignoring those early POI and then trying to capture level 40+ for a big boost which is what these players are doing.
In the case of the #1 player on Tib 63, he is using this strategy. Is he using alts? Yes. However, alts have been a hot topic of debate in this game for a number of years and they have been deemed legal to use many times over. However, I would argue that I know of some players who are digging bigger bases, without the use of alts and their score is less simply because they haven't founded their "new" bases as quickly - on purpose and strategically. When attacking higher level bases, key offensive research units, such as snipers and mammoths (or cobra and shields for NOD) play a pivotal part in having the ability to kill said bases. Researching and founding bases on a world like Tib 63 can actually have negative consequences, which is why several players are opting to not found additional bases even when they have the credits and research points to do so. This will become more evident as the world players out and you will see players in the top 10 with only 2-3 bases and large "main base" scores because of this strategy.
Back to the alt usage part of the post, I am not one to support them myself other than for the occasional "layout searcher" but this has been a topic for years and many many players use alts with similar names, different names, etc.. Similar to purchasing funds, buying SP/crates/capacities, usage of alts currently and until otherwise is "part of the game".
