If you are a Commander in Chief or Second in Command you need to:

a) make sure that if you leave there will still be a commander in chief - if not then promote someone
b) demote yourself to officer or below

If you are the only player in an alliance then you need to disband the alliance by going to:
alliance>> overview>> properties and press the disband alliance button
