Base Relocation after being destroyed

Firestorm 7 Base name Tacsol When I try to relocate to another sector to start repairs, I click on world map and press relocate but the button to complete this does not appear. It looks like the dialogue window for this is covered up by the task bar but the window does not scroll down to access the button to complete the relocation. Any suggestions? I tried moving the taskbar to the side of the screen but the window goes beyond still.
