I am assuming that uprising is a separate ruleset from forgotten attacks.
If you read the server anouncememt for firestorm 21 which is a no forgotten attacks world it also mentions in bold print that it also uses the uprising ruleset.

It confused me too. I'll ask the developers to clarify this.
