There are the Vet servers, with no fortress and there was the Speedserver which seemed like a small world with a badge only for 1st place. They have been tried.

Vet servers were going to be 'switched off' at the end of the season, but that hasn't happened so players keep on going even though they get no reward.

Not everyone plays to win a badge, some just like the friendship it provides and play to have fun.
