It would be interesting to have the VP points apply to a normal world, true. I've suggested in the past a non-POI world and also multiple hub rings where the an inner set and an outer set need to be held with multiple bases from players allowed on the outer ring.

An alternative could be the outer ring and the inner ring held by 2 allied alliances, effectively 'normalising' what already happens with 2 (or more) alliances working closely together.
