How many Alt accounts can someone have before it is cheating?

I would say bare minimum would be 3 or 4. I used to have 2 accounts for playing both GDI and Nod on the same world, but it got too taxing cause preparing an offense with 2 accounts can take too long. If a player has more than 6, it would be considered cheating, redundant and a waste of time for that person. I mean how can you play 10 accounts in a single day!?!
