Inability to move to the front line at the start of the game

There is never any reserved spaces between a players starting point and the forgotten to prevent forward movement. On re-reading the post he's complaining that he gets 2nd, 3rd or 4th row positions but 1st row positions are free in his chosen sector elsewhere. The reserved I think he's referring to is the fact they've been used by other players.
