Level of forgotten attacks

Question

Hello!I've already seen it other times but I don't know if I asked it in the end or if it happened to me.Is it normal that if you are attacked by a level 65 forgotten camp their attack units are level 66?I was assuming that the max level of units was set to 65.

Ops, sorry @EE_Elephterion / @enigm  I forget to say that this attack was in a world with maximum level is 65.

Ops, he told me that this happened in the Tiberian 39 world (Europe) but I think the two threads could be mixed because they talk about the same thing.
They have also told me that they have seen it in other worlds but they have not given me screenshots.
