Unfortunately this is the only system that exists. Email messages can be passed on via the reporting system too, but the ignore function doesn't work for that.
It is a big bad world out there and policing it is never going to be easy. Then add into the mix the multiple languages that are used - how would an English speaking moderator know that abuse is being carried out in German or French to another German or French speaker. You'd need multiple moderators for each world.
Multiply this by the number of worlds, currently around 400 and growing there would be a need for a massive team of moderators. This team would still need to be large even if you all but ignored the older less active worlds. Add into this mix yet more complications, the fact that timezone differences between the US/Europe and other regions such as Asia and Russian speaking areas you need even more moderators. Where are they to come from?
I return to my opening sentence, unfortunately the system we have is the only one there is and therefore you need everyone who is offended to make their own complaints. Deluge the EA support with complaints about particular player ID's (and screenshot evidence) then eventually something may be done about them. This won't stop those individuals creating new ID's on open worlds and continuing their abuse, but it will be a start!
