Morale System

On worlds without Morale, you can attack any enemy base, regardless of their level without drawbacks, other then the regular difference of offense-defense level.

On worlds with moral, attacking enemies that are much stronger than your forces will result in an efficiency penalty after the battle, your troops are demoralized because you waste them as cannon fodder.
Camps too strong for your offense level will be marked with a exclamation mark symbol. The tooltip should give you more information then.
