I don't see how an effective ban can be put in place either. Even if the location is identified via IP address, that can be got round with a VPN. Yes, a ban can be implemented on individual accounts, but at present there is no validation on the email address used so you can have thousands of accounts created by one person, a simple script can do that. If individual accounts are banned there is nothing at present to stop players creating another one. Progress may be slowed on a particular world and no badge obtained (if that is the motive of all the alts) but it won't prevent them spoiling the world for others. Unless a mass banning takes place regularly then the abuse of alts will continue.
The developers have a difficult task working within the confines of a free-to-play, free-to-register, no validation of e-mail game.
Until someone can come up with a 'solution' that doesn't impact genuine players who live at the same address (common IP) then the abuse will continue.
